GOVtips, Inc. is the concept of and was developed by Doña Storey the president/owner of Quality Technical Services, Inc. (QTS).  QTS was founded in 1980 and upon entering the Federal marketplace quickly became an award winning small business working with the Department of Defense, most of the other federal agencies, and a number of Fortune 100/500 companies.  QTS established a reputation for the successful management and execution of concurrent projects of enormous scope and responsibility, providing day-to-day coordination of nationwide programs and projects with contracts ranging up to $100M in value.  In addition to running QTS, Doña played an active role in impacting public policy at both the state and national levels.  Due to the success of QTS as a minority woman-owned small business and the recognition of Doña as a small business subject matter expert she was appointed to the Small Business Administration’s (SBA) Regulatory and Fairness Board and the Virginia Small Business Financing Authority board.  In both of these roles she dealt with numerous and diverse issues affecting small businesses.  Her recognition as a small business subject matter expert also lead to QTS being selected to develop and run two nationwide programs to find and train small business to be effective contractors for elements of the Department of Defense.

Dave Storey, a Naval Academy graduate, joined QTS in 2001as a principal after retiring from the Marine Corps and having worked with several large defense contractors.  He brought his large business expertise to the small business world and modified internal processes to ensure business development success.  In addition to being a hands-on proposal manager Dave has created and presented proposal management courses for the Small Business Administration 7j training program and the U.S. Navy and Office of the Secretary of Defense small business development programs.  His expertise includes how to make a winning GSA contract offer and how to use your GSA schedule after you win to take your company to the next level.  Dave provides consulting services to clients ranging from very small businesses to publicly traded corporations.
