Dave Storey is the Vice President – Operations for Quality Technical Services, Inc. a minority woman-owned small business.  He has over 32 years of experience in program, project and proposal leadership providing expertise in proposal management, capture management, and contract management.  He has been involved in all aspects of business development, marketing and proposal development within the federal, state, and local governments and Fortune 500 commercial arenas for over 25 years.  He has led successful proposal efforts valued in the hundreds of millions of dollars with a single win valued at $400M.  In addition to being a hands-on proposal manager Dave has created and presented proposal management courses for the Small Business Administration 7j training program and the U.S. Navy and Office of the Secretary of Defense small business development programs.  His expertise includes how to make a winning GSA contract offer and how to use your GSA schedule after you win to take your company to the next level.  Dave provides consulting services to clients ranging from very small businesses to publicly traded corporations.

He is a contributing author for the Doing Business with the World’s Biggest Customer book series also known as, The Biggest Customer Series. The series focuses on how to succeed in business as a federal contractor.  Dave wrote the books on Proposal Management and The GSA Opportunity.  He has trained and certified individuals as proposal managers and he is a frequent consultant to businesses on their proposal management processes.  He is a Certified Federal Contracts Manager.
